Peering problem?

I am having hassles accessing a router a few blocks from me - remote=saix, local=IS. I have also had some "delayed mail" errors for mail sent via isadsl.co.za - not a bounce mind you.... is it likely that it is a peering problem? Remote mail server in JHB, ISADSL? Cape Town?

Aah well... guess I shouldn't expect any SAIX users to comment
