I'm looking for a Debian based distro that I can install to a USB stick that will allow me to install new packages and save any configs or personal files just like on a normal desktop install.

It must be able to boot on any i386 non-pae cpu and up.

I don't wanna jump through any hoops to make an distro that was not designed to do this fit the bill. I saw Neptune (from the ZevenOS) guys which looks like what I want except it's only x86-64 from what I gather. A forensics/penetrating distro would be great, does kali linux meet these requirements?

Basically wanna keep this on a USB stick I can use anywhere and just leave in the car for when I need it.

Any suggestions/advice?

http://www.pendrivelinux.com/ might be a good place to start.

The older versions of Ubuntu could be installed to a flash, the forums should have a guide on how to do it with the newer version if still possible.

Have a look at Knoppix, I use 6.7 with pendrivelinux with a persistent image on a usb stick. Works great, been using it for a few months now.

Knoppix also does a distro with security tools on - Knoppix STD

You'll have to sniff about the forums to establish whether this distro will boot non-pae.

I don't know about forensics distros but doen't Puppy Linux do the Persistant to USB thing?

Have you tried the "reserve space across reboots" option in unetbootin? Not sure if this will help with the new packages you want to install. Think you need to install a system with the packages you need and then create your own livecd to use.
