So for anyone with a Philips Hue setup this is really cool, it think it was released a week or so ago and it's one of the absolutely killer apps that I was always hoped Philips would develop.
Also, it's one of the reasons I paid way more for my smart light setup than would have been possible had I stuck with a different brand, the amount of integration options and out of the box support you get with the Philips setup is unprecedented.

I've managed to get something similar setup on a PC of mine, it used javascript running in a browser to take the average colors on your screen and send it to the lights (with latency settings etc.) but as you can imagine it's a finicky and crappy solution... This will work much better though from the solution I have from what I've seen.
Protip: If you run this on your laptop and use the xbox app to remote view your console you get the light effects on everything you run on the xbox one, so no need to use your PC for lights effects with movies, youtube, plex etc. etc.
Unfortunately I was super bummed to find out this app only works if you have the 2nd generation Hue bridge, the square one... apparently due to it having better hardware since this take quite a bit of CPU power.
Guess I'll have to try and sell my bridge or something.
