Phone line voltage?

So my Telkom phone line has stopped working - completely dead.
I recently had renovations done. I don't know if the builders broke the telephone, or have damaged the cable.
I don't have another telephone to test with.
Should there be a static voltage on the phone line? If so, and I test for this and it's absent, I should be able to deduce cable damage?

Not sure for SA but it usually about 50V dc. It would be absent if your builders cut the cable but it may also be a problem elsewhere between you and the exchange.

Sure... but if it's absent I just log a line fault with Telkom without worrying about unnecessary callout charge.. :D
