Photo Compilation software

Need some advice here please. My wife is the designated photographer for family events etc. She often gets asked to make a compilation DVD of Images with background music. She had been using Picassa to achieve this, but for some reason this program is no longer working properly. I googled the problem, and discovered that quite a lot of people have the same issues. So i'm looking for another program, preferably freeware that can do the same thing.
Any suggestions welcome.

Use Microsoft Photo Story 3,it is free.Makes Wmv file to convert to DVD with Win7 DVD maker to finish.
