Photoshop effect : how?

I think that is called Vignetting? Found under Lens correction

You can also mask the layer and then use the gradient tool with the radial gradient pattern on the mask. Works nicer for me if I want to fine tune the center from where the fall-off occurs and the shape of the falloff.
 
After posting this I started playing with lighting effects, vignetting and gradient - works nicely if you do it correctly.

Here is one. The effect I was going for here wasn't subtleness but more to have a sense of light emanation from the bulb. However adjusting the gradient can get the subtlety that you're looking for. If you are always doing circular from the mid-point, the vignetting tool is the quicker and better option.

Have done a similar effect by putting a light behind my light tent and putting the object directly between the camera and the light.
 
I would get that effect by adding a new layer & fill and then simply marqueeing my desired area toward the image boundary (or where ever I wanted it) with quite a heavy feather on the selection and then deleting the fill in the selected area. After that it's just a matter of playing with opacity and you'd get some varied and good results with different layer modes on the filled layer.
