Ping when you're capped?

OK... I'm trying to figure something out... This is for an application that I'm writing, I will release it to MyBB when it's done, and if its working :)

What I want to know is:

Is it still possible to ping international sites when you get capped?

For example, let say I use a 3Gb Telkom account(with 27GB local if that is still the case?) and my current usage is at 500MB. At this stage, I will be able to ping international (www.google.com) as well as local (www.saix.net) right?

What happens when you get capped and it goes over to local only? Will I still get a ping reply when I ping www.google.com?

Then, lets say I have a 1GB Account, and I get capped, without any local cap, what happens then?Will I still be able to ping?

Sorry for asking all these dumb questions, I can't test this myself as I can't make pppoe connections at the office.

Maybe some feedback on this would be much appreciated....
 
Once your capped, no you will not get a reply because the ping request will not even get to the google severs. When you get capped on local too you will not be able to ping anything.
 
Cool... Is this the case will all ISP Accounts? If so then groovy :)
 
ISP has so many Solutions that no its not for all since some have something called openbrowers and other have some other stuff where u can still surf but download nothing.
 
Even open browsing proxies only allow IP traffic to port 80/443. Ping would be using ICMP for echo requests,something proxies don't forward

Simple answer. Your PC sends a request to DNS servers asking what the IP is for the specific site address. Once this reply is received your PC requests a connection to port 80/443 of the remote IP for HTTP or diff ports for other protocols from your Gateway

Your gateway on capped will tell your pc to go shove that connection and either terminate,redirect or not acknowledge the connection depending on their gateway's configuration
