If you look closely at the video at the bottom of the site, the one person manages to play DBZ with an upside down PS1/2 controller.
So I am going to go out on a limb and say no. This is probably not legit. YMMV

Android stick or Raspberry Pi + Emulator + Games.
Don't be lazy... DIY.
