Okay, your capped and want to jol a game of Team Fortress 2? Is this possible? YES, totally is. All you need is the IP or better yet, Add the servers to your Favorite Server List before you got capped.

Start steam in offline mode.
Open the game
Join local server by typing the IP or connect if it's added under favorite list
Pretty soon you'll be playing, for 2 minutes

After about 2 minutes the game will disconnect since it can't connect to VAC server and AFAIK, all SA servers are VAC. If there was a server hosted where it weren't VAC, its possible to play the game on local bandwidth.

Maybe a request to SGS or IS(they most probably be more willing) to host a non-VAC server could allow us to play on Local Bandwidth. If there is a work-around for the "disconnect because it cannot connect to the VAC servers" error, I will forever be grateful

I tested this, this morning after being capped and joined a SGS server until being kicked because of the failed connection to VAC server.

Hmm.. that's very interesting news indeed. What's yer nick on TF2, btw?
