If I were you, I would first plug it into the computer, initialize the disk, partition and format, copy your data, THEN put it into the external enclosure.

To do it all through the USB is going to take you a couple of days.

because magically it must have a partition table and filesystem, yeah.

it is a blank hdd, so go to computer maangement, disk administrater and initialise the drive.

or, in old-skool speak, fdisk+format.

Tried that, but my computer never picked it up

Does the Enclosure need it's own power source, or is it like one of those that only need to plug into USB to work?
Edit: so the HDD does not work in the enclosure or in your PC?

Correct. or:
go to admin tools > computer management > disk administrater and format the drive.

I'm 2 minutes away from going to incredible ripoff :(

OK OK... plug it in straight through sata, not usb, First

then, is it showing in the bios when on sata?

1) Does it show up in the BIOS? Have you set the BIOS to see it?

2) You have to initialize it in Windows....

go to Administrative Tools, Computer Management, Disk Management...

Scroll down until you see the new disk, right click on it and choose "Initialize"

you might have to reboot.

+1 --- what Garyvdh said....

Your SATA ports must be enabled in your BIOS to begin with - usually DEL or F2 or F10 to get into your BIOS to change this setting - which motherboard/model do you have?

Good point... if it is a SATA... is it your first SATA drive? Have you loaded a driver for your SATA controller?

No its not my first SATA drive...
