Please help me understand the new City Power changes

Hi guys

So from last month i started to receive two new charges to my account which basically doubled my electricity bill.

Service charge of R112.02 (i understand this is now a monthly levy?)
Network Charge R330.00 (what is this?)

I received an sms from COJ saying that i have been moved away from my current tariff.

I use less then 500kWh per month. is there a way for me not to pay the Network charge?

I mailed them to ask and this is the reply i dont understand really. Please help me understand this and if this is now how it is going to be.

Kindly be advised that a service charge is a fixed charge payable per
account to recover service related costs and a Network charge is the costs
for the service required to increase the capacity of the upstream netwaork
to be able to meet the increased demand

Switch to prepaid. Those charges are on all postpaid accounts
