Plumbing & electrical COC issues

My apologies if this is in the incorrect section.

A friend recently purchased a house, and during the registration process, received all the plumbing, electrical, and beetle COCs.

Even though these COCs have been issued, he does not have a downstream (from the water meter) stop cock, all the water outlets are running onto the lawn (except for the toilets). The pressure valve outlet pipe was not level, and was leaking into the roof causing the ceiling to eventually crack (this was repaired after moving in).

Am I correct in saying that this COC is somewhat fraudulent? What course of action is here, and what action can be taken against a plumber?
