Recently bought a property, the water pressure is so low in the house i can keep the taps closed with my tumb when is is fully opened.

This weekend i did some digging and found that the main waterline from municipality is 20mm galvanized pipe, and the pipe that goes into the house is also 20mm galvanized pipe, but inbetween the main and the house a piece was replaced by 15mm plastic pipe.

Is that thick-to-thin-to-thick causing the low pressure in the house?

You should look at the inner diameter, galvanize is quite thick so it might be close to 15 mm inner diameter. You should measure the pressure at the municipal connection to see if you have a problem.
 
You can get pressure gauges that screw into the shower head.

Probably worth getting one and measuring output pressure with nothing else. Then comparing that to somewhere else.
