I'm looking for a podcast app that is able to synchronize the podacst play position and playlist with a web player and other devices
ie start listening on your mobile device and carry on where you left off in the browser and also access your playlists there etc?
Seems the only one that can do that is Pocketcasts:

App is R40 odd and full synchronization and web player access $9 once off
Pocket casts is also one of the few on all platforms, Android/Windows Phone/iOS/Browser
