Their Home Affairs is even worse than ZA's, we waited 3.5yrs for a biometric appointment, and we are some of the lucky ones.

Anything you have to do there is a massive headache: the banking system is from the 1980s, and every government dept that you have to deal with will make your life an absolute misery just because you're a foreigner.

Are there any other better / cheaper options in Europe ?

For those traveling a bit out the way but I have heard from numerous mates the Azores is amazing.

In addition, the govt back peddling on the NHR and replacing it with NHR 2 (which is 20% flat tax on salaried income only now - compared to 20% on all income for 10 years) has made it a bit less easier. Plus NHR 2.0 is for certain professions only.

In any case, their NHR scheme has resulted in **** loads of foreigners coming in, and now the locals are priced out of everything and they are justifiably angry. Rents are ridiculous. Portugal may be the 'cheapest' european country, but when the average salary is 1K EURO and rents now averaging 800EURO and you need to pay around 2K EURO in lisbon and surrounds for a 3 bedroom 120sqm flat - something is definitely wrong.

Private English Schooling - on average costs R15K EURO per child per year. A bit nuts. Private Portuguese school around 5K EURO on average Public schooling - technically free.

But it's an amazing city/country - just like ours if we ignore all the warts and all. It has safety and security going for it!
 
Portugal is great, once you listen carefully to how they speak you will realise it's just a deaf person trying to speak Spanish...

Sounds like Russian to me, it is one of the few languages that I can't place when I hear it.
