POTS filter keeps blowing! But why?

Hi all, Im having this very annoying problem were my POTS filter keeps on blowing, ADSL won't connect unless I do a direct connection with out the phone.

I just changed the filter on the 5th of august and its already blown (today), we have had no storms or anything that would cause this (TBH I dont even know how a filter blows)

Also is there a special way of testing a filter (mine smelt very burnt).

Do filters come with a warranty they freaking expensive at R100 a pop (no pun intended).

grap a multi-meter and test the voltage should be around 50+- if it goes over 60 to around 70 80 you know u have a prob
