With percentages, now they can shed more without increasing the stages so on paper they only have loadshitting of lower stages:

Stage 1: 1150MW-1600MW
Stage 2: 2300MW-3200MW
Stage 3: 3450MW-4800MW
Stage 4: 4600MW-6400MW
Stage 5: 5750MW-8000MW
Stage 6: 6900MW-9600MW

They're already playing that game. And at least means less added disruption and nerves for most peeps.
