Powersupply Issue

I'm trying to figure out some strange behaviour on a PC. I suspect it's loadshedding related damage, but I'm not sure.

Long story short, when the power comes back on the PC doesn't want to power on when pressing the button. The motherboard is getting power as the RGB lighting on the motherboard itself goes on, but the PC isn't powering on. Then after 20 odd minutes it just starts up and it works perfectly...

I've tested the powersupply by jumping the PSU on pin on the 24 pin connector and I've measuring the right volatages everywhere. It's almost like it's a load issue - where it's struggling to power on when it's connected to a load.

Has anyone experienced something similar? I can't find anything else that might cause this. The next step is to simply buy a new powersupply, but I thought I'd ask the question here as a sanity check before spending the money.

Dead capacitor, does the psu smell funny?
 
I haven't seen / smelt any magic smoke, but that's also where my head is at. Will give it a sniff...
