The new CEO was probably trying to expose the board somehow (for whatever reasons he has) and they created this story about his salary.

You didn't follow the story, did you?
He did not force anyone to give him an increase. At the very least, there was a misunderstanding. At the worst, it was a ploy by the board to get rid of him. Send the guy a letter, stating salary increase. Deny it later or claim it was misinterpreted.
