Pre-order ADSL blues

Okay this is the situation, I want to upgrade from sentech to 192k ADSL and have a few questions. Back in the day when I used 56k I had a phone line installed next to my computer but since I have got sentech I cancelled the line. Now to apply for ADSL the helpdesk told me I need to get this line installed again...which is ANOTHER set of costs and delays. Is there no reconnect fee because if I have to pay for another phone line installation then I want the whole phone line installed again for the heck of it. I don't want to be giving money to a telkom technician to spend like 10 seconds reconnecting my line when I paid for a installation :/ So on my ADSL order form do I basically have to select "I need a phone line" instead of "I have a phone line"? Such a petty question to be stumped on I know.. but its essential so any help is welcome >:P

OK so here is the thing - If you don't have a phone line ACTIVE at the moment, you need that first. Sure you can order everything at once, and that has both pro's and con's, but you first need a working telephone line.

After you have a working telephone line, and only after that really, will they be able to say definitely that you are going via an ADSL exchange or not. If you are not, you are screwed.

If you are going via an ADSL exchange, Telkom then needs to enable ADSL on the line, different department, different red tape.

Then, only then: Can your favourite ISP come in to play.

The costs are going to include telephone installation and adsl installation.

Now, my honest take on the scenario - Depends how important your bandwidth is to you, but if it was me, whatever I could do that might speed up the whole thing even a small amount, I would do. That includes paying a techie to install something that was already installed ...
 
I had both installed within 3 weeks from application date, and I was told they do the line and dsl at once (I wanted line first)
