Pre-rica'd sim cards

Anyone know how this works? I've seen a few shops in Cape Town selling pre-rica'd sim cards and advertising them.

Well, RICA is pointless to begin with.

My 074 number which was formerly on Virgin but now ported to MTN suddenly yesterday I received a SMS saying I was RICA'ed but the SMS was from Virgin Mobile!

So it looks like some networks are RICA'ing SIM's without going through the correct process!!

Pre-RICA'ed SIM cards sounds as dodgy as a ninety nine Rand note!!

Equally so are driving licenses, ID Books and Passports one supposes??
