I think this is an excellent idea. To take it further, I can see (once line rental prices have dropped) people at the airport using a PPOE connection over wireless or simply plugging into a hotspot LAN cable or a share block having one ADSL line with wifi or wired access at the buildings, or teens being responsible for their own bandwidth, etc. etc.

One ADSL line per plot, each person paying for their own bandwidth. And of course, the three year window to spend your "airtime" is grand. Makes ad-hock internet worthwhile... if only the line rental did.
