I am going to order through my local dealer.I just want to check that I'm not paying through my nose.

We have a branch in dbn who nearly fell on their backs when they saw what we were paying for stuff at rectron jhb. Apparently dbn rectron was quite a bit more expensive(not sure how true this is)

here's how it works with them:
all goods shipped to dbn harbour.
All trucked to jhb.
Then from HQ all is trucked to the branches again & that's why the higher prices...

And this makes no business sence at all!!!!

But if the component is DOA, what then. Do I send it back? At whose expense?

DOA is a difficult one. Best you can do is to check that you received the right goods. If not, don't accept delivery and the courier will return the goods to the shop. The couriers tend to always be in a "hurry" but thats nonsense. They can wait 5 mins while you check that order is correct. When I receive my stock from suppliers I always check it first before signing anything. If there are wrong items I send it back with the courier, thus costing me nothing.

For the DOA side of things, not much you can do without it costing you money to return it. Same in shop also. Not many walk-in shops will first test the component/item before selling it to you. So its still a risk. Getting home and it doesn't work. Spending petrol to go back to shop.

Best bet is to stick to proper brand names. Its not 100% guaranteed but lesser chance for brand name to fail than cheapy. I sell only brand names. I'm not going to compete pricewise with the likes of Matrix for example but then again I don't want to. If you want something quick and cheap then sure by all means buy from them. If you want quality and service you come to me :D (or other online shops)

Check around who deals with what and compare prices. Also try to get testimonials for the quality of service and policies etc.

And then if you still receive an item DOA then its just bad luck I'm afraid.

Will online dealers also exchange a component if it has a 3 year warranty and it fails after 2 years?

they will send it to the supplier for testing & diagnoses. If the problem is under warrantee they will fix or replace as they(supplier) see fit.
Things like water & lightning damage are not covered by a warrantee.

They should. The dealer does not actually supply the warranty. It comes from the manufacturer. It might be a bit stretched out process getting something repaired/swapped/replaced as you would need to send it back to the dealer, dealer sends it back to supplier, supplier either has repair department that checks it out or they send it back to manufacturer. But this would be same case scenario if you buy in shop also. Same procedures apply. Obviously if you bought an item in a shop and return is and the fault is clearly visible/noticeable then they might offer a replacement there and then, but most of the time they are very reluctant in doing so as they first want to test it and get expert opinion.

Returns/replacements are always a hassle. No way round it I'm afraid. Best you can do is try and go for more well known brands and stay clear of cheapies. You get what you pay for. Ofcourse you get exceptions where even the best brand fails but the risk factor is a lot less.

Comes down to luck I would say. Obviously if you get DOA/faulty products on regular basis from a dealer I would recommend not buying from them again:) If its same brand issues then maybe try different brand. Maybe manufacturing defects.
