Just checking if this is feasible. Would it be possible to create my own file share that would be accessible in China? Mainly for documents. If so, what would be the easiest way to do this. Users are not necessarily techies.

Problem is the filesharing services accessible in China are all in Chinese. Hu would've thunk it.

Setup a vps on Digital Ocean, and install Owncloud.

Digital Ocean works fine from China, suggest closest to LA as thats where international lands in the states from China.
Can assist if you need further help (I'm based in China).

Take a look at the SoftEther VPN Project

I can't find a reference now but if I recall correctly, a large part of the motivation behind this project was related to circumventing draconian government controls on internet access.

Don't bother with SoftEther, won't work from China, except for short periods of time +-5 min before they detect the tunnel and kill it.

This is probably your best bet.

ssh tunnels work though out of China. I use shadowsocks + ssh tunnel on a vps for outgoing.
Slow sometimes, but better than nothing.

Other options - openvpn with custom encryption compiled in, although they seem to be getting the hang of sniffing that traffic too now.

Resilio (BitTorrent Sync) seems to be working for now. Not bad for documents, but I need a few more permanently on seeds.
