So if you are trained and registered with PSIRA you can waltz around the streets with a semi automatic rifle?

yes, IF you're actually registered. To get there means you know how to handle a firearm (and I'm not talking about the gunz in Modern Warefare2 or Black Ops) and know the law (pertaining to using a gun). You need go through some serious training to get there :)
 
these guys are with a security company called tactical security services iirc.

Training done (many years ago)... will need a day refresher course!

I've now read through the PSIRA act and am about to start with the Code of Conduct. Nothing yet...
 
I've read through the entire PSIRA Code of Conduct: http://www.psira.co.za/joomla/pdfs/code_of_conduct.pdf

(6) A security service provider may only possess or carry a firearm, ammunition or a weapon, or possess or use any equipment, if such conduct is lawful.
(7) A security service provider may only use a firearm in circumstances and in a manner permitted by law.

This is all I could find. Note that it refers to lawful conduct.

Is that a reference to the Gun Control Act?

If yes, then they are in contravention of the Act.
