Problem with access to transfer apps

I was able to transfer all my apps/services from my Galaxy Tab E to A7 except for one which doesn't have a backup and can't start in any case so I tried to use Wondershare and Apptrans but neither detects my devices. Thinking it was the tablet not supporting it I tried the A7 but exactly the same. I tried the troubleshooting steps and disabling all settings I am told to disable but still nothing. Am I missing something?

That might have been true of the E before I moved stuff, but not since I wanted to do the transfer. It's also not the case with the A7. I've tried everything I can think of even disabling potential problem settings and my pc's been restarted multiple times as well but still nothing.
