Problem with Kworld TV stick

My father recently purchased a Kworld PlusTV 305U Analog Stick (http://www.kworld.com.tw/Support_download.aspx?id=13&d1=1&d2=4). It looks like an oversized USB flashdrive with a USB connector on one side and a TV-in on the other. The software that comes with it (HyperMedia Center) works fine if he just wants to watch TV on his PC, but when he tries to record, the software records for about half a second and then gives up. The `recording timer' keeps going, but when he views the resulting mpeg-2 recording (in HMC or Media Player or wherever) there's only half a second of footage there, regardless of how long he records for.

He's running Vista Home Basic on an HP 530 notebook with 2GB RAM. I tried disabling the firewall and antivirus (all Norton), downloading the latest versions of the software from the KWorld website, granting the application maximum permissions, running as administrator, and running in XPSP2 compatibility mode, none of which fixed the problem.

Does anyone have any idea what's causing the problem?
