Problem with Neighbours

I have a problem with the neighbours dog. It roams freely and cause all the dogs to bark the noise is unbearable. I have a home office and cannot work. The woman is now attacking my wife verbally telling her to see a physiatrist. The best is that we live in a very upmarket suburb with educated people. What is the best solution for this problem.
 
Report it to your Municipality they will deal with it accordingly. They send a letter to your neighbour querying the licensing of their dogs and then warning them about the aforementioned problem.
 
Call your municipality and query them about their bylaws regarding animals. There should be something about not allowing animals to roam the streets freely.
 
If the dog is in the street you are well within your rights to take it to the SPCA. Two things will either happen, this will scare your neighbours into keeping the dog locked up or someone who actually cares for the animal will adopt it.
 
Feed it chocolate. Its poisonous to dogs.

Jokes, dont do that, I dont advocate cruelty to animals. Be cruel to its owners instead.
 
Sadly its not poisonous to humans! But perhaps you can seduce the wife with chocolate and then tell her husband, causing them to divorce and move away.

EDIT: Should be fortunately, not sadly!

Do they not have a gated property?
 
I had the same problem once. Spoke to the inspector at the SPCA about what to do. I had to make a statement at the police station then take it back to the inspector. He warned the owner to ensure his dogs stayed inside his property. When he failed to do so the SPCA simply confiscated his dogs. End of story.

Roam freely as in what? Run around in the street(s) or in their yard?

When I go running in the evening this is a regular occurrence. Most of the people have gated property with electric fences etc, but still leave the gate open for the dog to run in the street.
 
It is illegal for a dog to be in a public place uncontrolled. Report to police and/or SPCA as suggested already.
 
Law Enforcement, not police. They will get a warning, then a fine, then if it happens again, court.
