Problems connecting to a proxy server

Can someone please help me with my problem. I have tried contacting the IT department at my work but the problem still hasn't been resolved and I am in another province for the week.

I am unable to connect to one of my clients proxy server to use VPN to connect to my work's servers.
Even using Internet Explorer I am unable to even connect to the internet. There is no pop up box asking me to put in a proxy login and password.

I have just got a brand new Dell Latitude E6400 with a Intel(R) 82567LM Gigabit Network Connection. I never experienced any such problems with my old Dell D620.

I have tried the following:
I have tried reinstalling the Network drivers (obviously I uninstalled the old ones first).
I have changed the priority of the network connections to my ethernet connection.
I have disabled the Dell Control Point Connection Manager so that is does not manage my ethernet adaptor.
I have confirmed that the proxy login and proxy password is correct with the IT system administrator.
Changed my lan settings in my internet settings to the proxy server and proxy port (I have confirmed with the IT Administrator that my settingsare 100% correct).
