I'm asking on behalf of a friend who is having congestion problems in Zonnebloem, Cape Town. He was told by a technician that he can move to another exchange but has to do so via sales - sales then told him he could only do so if he physically changed his address.

Wondering what the real process is for moving exchange, assuming it is possible?

It is no longer possible. That type of service (known as foreign feeds) was stopped many years ago. It requires physically installing a new cable to re-route your existing service from one exchange to another.

And they might do it... if you are willing to pay R25k to cover their costs.

Here's a schematic that may help your mate understand... red = existing route to current exchange. blue = new route required to a different exchange

MickeyD is correct they will not move you to another exchange .
However in some exchanges they have multiple DSLAMs and the old Gdmt DSLAMs are reserved for the people 4 meg and under and the IMAX DSLAMs that are generally not congested because they are fed with fiber and not 2 meg feeds , are reserved for 10 meg customers..

"He was told by a technician that he can move to another exchange"
The above is probably what the Tech was referring to .

I agree that the techie probably meant moving him from one DSLAM to another DSLAM or MSAN or IMAX, within the same exchange.

Telkom have done that for me in the past when my 2mb line used to crawl due to congestion.

Big thanks for the info guys. His area does support 10mb but he is on 4mb. Would he have much success asking to be moved to a newer DSLAM without upgrading or is it a necessity to be on 10mb?

Yes, he can remain on 4Mbps and request to be moved onto a port on a different SLAM.
