Programmable Prepaid Card

Does anyone know of a prepaid programmable debit card offered in South Africa? I only know of Investec but it's not really suitable due to the expense and that the idea is to give it to a family member. The plan is to be able to carefully control the budget and how it can be spent based on changing factors. There's a number of international companies offering programmable prepaid solutions, but haven't found any locally.
