Programmable voice API in SA?

Anyone know of a service similar to Twilio or Vonage that offer a programmable voice API to make voice calls to South African mobile numbers (no, not spam or marketing). It needs to have functionality like text to voice, recording and callbacks from user input.

While Twilio and Vonage offer decent services, Twilio's pricing is extortionate at over R6 per minute in SA, and they also don't offer per second billing. Vonage is a bit better, and do offer per second billing, but it's still high at nearly R5 per minute.

There is even the option to create your own service via RestComm, but this is missing billing features.

Thanks, will check that out. I also see that AWS has something that could be used called Amazon Connect - https://aws.amazon.com/connect/

The pricing on AWS is excellent - around R1.80 per minute to SA numbers - however, it doesn't seem to offer South African numbers to call from. Will investigate further though, and post feedback here for anyone interested.
