I like the principal, the whole idea can work. I'm technical and setup such solutions for my clients.

I just refered to th Wug to get the concept of free wifi that is seperated from internet.

I'm kinda embarrassed I have never connected to WUG because I do not know where to buy a WUG kit

Most people have 2.4ghz wireless endpoint devices, big networks ussually make use of 5 ghz radios, so the clients wouldn't be able to connect directly to the highsite. If you want to make it accesible directly from the endpoints, you would need to build a network backbone with 5 ghz radios, and the do local coverage with 2.4. This would become expensive.

I've played with couple of ticket system that give tickets according to time or bandwidth or combination.

You should be able to get a ME link there, so you can provide good internet.

The question is maybe, for how many users do you want to provide the network? That would determine the kind of equipment that you need.

Say you want to provide that service to most of the people, then it would be difficult to charge them mony to join the network for local news servers, and intranet etc.

You want to get the most users online, to make the comunity part working.
Then you can bill for service like internet.

You can maybe ask the vendor of food etc, a handling fee, similar to credit card fees. Small fee, but reoccuring income.

To make use of the game server you can also charge small fee.
Then use adverts on the logon page to generate incom to pay the wifi equipment.

You can link your gaming servers to those of the WUG, and internet, giving the gamers a nice selection. You can use QoS to prioritise the game traffic, to make it worth for the gamers.

With Mikrotik you can setup a network that can do all this, including managing you "clients" internet access.

Let your imagination run wild, then brainstorm with us, maybe you come up with a market disruptive plan that makes money!
 
What worries me is that trying to implement this is going to be so costly and I do not even know if I can make enough money to even break even
