In the what's new section I see that they advertise videos and then when you click on it says you are not allowed the content.

Why are we not allowed and why would they advertise it to us then?

Ideally, yes, but their whole model for the PS 4 is region free, global release. So you can pretty much see everything everyone can get, but they have to put restrictions in place on video content.
