It seems my PS3 is not utilising my 4Mbps line to the max. Even updates less than 100MB seem to take far too long to complete. All other devices on the network get 4Mbps when solely using the line. Is there some setting I need to change. And I have not (at the router level) restricted the speed for the PS3.

ps3 downloads are known to be quite slow - the psn service is free after all. however, there are a ton of internet settings to play around with on the ps3 (mtu, proxy etc.) so maybe do some research online and see if there's anyway to speed up your downloads simply by changing those settings. you should be getting at least 300 - 400kb/s download speeds on a 4mbps line...

I also suggest looking up PS3 Proxy. I use that to intercept the files, load them into my download manager (threaded downloads at full line speed :) ) and then replace the files (using the proxy software) so the PS3 downloads them directly off my PC.

It's a little time consuming but I have to do it since I am on a slow ass connection and the PS3 doesn't allow background downloads of updates - so a connection drop means that 12 hour download needs to start from the beginning. With the proxy I was even able to download the 1.1gig Move patch for Heavy Rain, which would have been impossible otherwise.

That looks cool, I'm gonna give it a go.
