I want to know if there is anywhere that I can download PS3 firmware (the latest) using local cap?

I don't know about downloading PS3 firmware with local cap but i downloaded one with local cap using proxy at the beginning of 2010.

Uncap internet account is here so why do you need all that

The link I provided is a local one, it is not a direct download so clicking it would have told you it is 3.15, seeing as 3.21 has not yet been released.
