What's the best for a grade 2 (7 year old)

PSP games are much more expensive. But a PSP is much cheaper than a tablet (provided you're getting a decent tablet since games would suck on a cheaper one). But he can do much more on a tablet.

I would probably buy one of those Geeko tablets for a 7-year old.

Just under a grand it's a bargain and will do the job.

An iPod Touch is probably the best bet. You can lock it down via age-restriction filters very nicely.
Otherwise, the PSP is the next best bet

I'd also go for one of the Geeko tablets. He can do so much more on it than just play games.

Depends on how much you willing to spend. If you get a tablet, get something decent so he is able to downlad proper games on there. PSP is old, kids get bored of it when they don't have enough games to play.
