PSU Problem?

I've started getting a problem with my PC. When I turn it on the PSU will start to spool up, then cut out for a second, and then continue. From there it will either start as normal (after the BIOS gives me a "Warning! CPU has changed" message) or it won't start at all -- it will sound like it's running but the BIOS never kicks in and it doesnt boot.

I took my PSU in to be replaced last week and when it came back everything was fine but now, this morning, it's started the problem again. Anybody have any clue what the problem could be?

I finally got it started and running but I've noticed that when I moved a window around the screen there's a very slight flicker that follows it. Like horizontal lines of energy running across the screen attached to the window

Scary!

tell them you want it swopped out for another brand

must be a problem with the unit itself

it could be to small as well

what size is it and what pc u running

My new PSU is a 650W CoolerMaster eXtreme Power. The older one was a 700W Thermaltake ToughPower. I used to run a Biostar 965PT with 4GB of DDR2-800, a 8800GTS, and two HDD's but now I'm down to just the 1GB of RAM. Problems are the same though :(
