Bethal born and raised, Gauteng MEC for Economic Development is the former MEC Health and Social Development Qedani Mahlangu joined the South African Youth Congress (Sayco) in the late 1980s, which was the springboard for future political activism. As a member of the ANC Youth League from the early 1990s, she served in various capacities, from branch to provincial and national.

After school Mahlangu qualified as a teacher and studied for an Advanced Diploma in Economics with the University of the Western Cape (UWC). Her interest in the field took her to a post-graduate diploma course with the London School of Economics and an economics programme at Williams College in Massachusetts, USA. She was recently awarded an Honours Degree in Economics from UWC.

In 1998 Mahlangu became a Member of Parliament, serving as a Gauteng Whip in the National Council of Provinces (NCOP). After the 1999 elections she returned to the NCOP as chairperson of the Select Committee on Finance.

Mahlangu was appointed by the then-President to serve as a member of the Audit Commission overseeing the Office of the Auditor General from 2001 to 2004. She was also instrumental in establishing the Joint Budget Committee, whose objective was to strengthen the oversight of Parliament over the executive on budget matters.

Mahlangu was appointed to the ANC Elections Secretariat in 2003 and she continues to coordinate sectoral work in that structure. She was deployed to different provinces to do organisational work until 2004. In that year, she was appointed MEC for Local Government, with the additional responsibility of becoming provincial champion for gender issues.

Mahlangu has been a member of the Provincial Executive Committee since 2002 and is a convener of the Economic Transformation Committee in the Province.
