Question - cancelling hotel booking made using Avios

In April, I made a hotel booking in Paris for September paying partly with Avios points and partly with cash. Full payment already made.

My payment was as follows:

30,900 Avios + ZAR 7,440.00

I am definitely unable to take the trip any longer.

The cancellation policy reads as follows:

Cancellations between 19/04/23 8:37AM and 24/09/23 11:59PM will result in a 100% penalty of the stay charges and fees. Nights booked that fall within the exception window 24/09/23 12:00AM to 25/09/23 12:00AM provide no refund on cancellation. If you fail to check-in for this reservation, or if you cancel or change this reservation after check-in, you may incur penalty charges at the discretion of the property of up to 100% of the booking value.

Outside of the legalese, does this mean that if I cancel at this stage, I lose the full payment, i.e. no refund?
Or does it mean it is at the discretion of the hotel if they will give me a refund?

It also reads:
Cancellations made on or after 19/04/23 will be subject to a supplier fee of 10,921.87 ZAR + ÂŁ35 administration fee
Your original payment in Avios, will be fully refunded to you upon receipt of payment of the above fees.

So, if I cancel, I lose the payment I already made PLUS I must pay an admin fee BUT at least I get my Avios back?

Might be interested in taking this over based on the dates.

That's the way my non-legal mind reads it - that you lose everything and possibly have to pay a fee but get the Avios back.
Those are their Ts & Cs though - they might be more accommodating over email or on the phone if possible, not sure if you've spoken to them?
These are some really stringent cancellation policies and it's been a while since I've seen something like this - I'm assuming it's rugby world cup related then.

Sorry I meant the terms and conditions might have been related to the World Cup taking place over that time. Although I've got accommodation booked for that period in Paris and only have to pay a week in advance. So was just curious as to why they might be so strict - not like they'll battle for people looking.
