I just want to be clear, capped accounts are not supposed to be rate limited/shaped/throttled right?
Does this apply to p2p/torrents as well?
I was downloading a file over p2p and the speeds rarely went above 400kbps (10mb line). Initially I thought it's the line, ran a speedtest, got 9mb, then tried just a normal HTTP GET file download and it went full speed (850kbps odd).
I then switched providers and my P2P started donwloading at close to 9Mb.
What's the story behind p2p/torrents really?
