Quoting without VAT?

So my understanding is correct - I do not owe VAT on the labour part of the qoute ??? ( the verbal agreement without ever mentioning that it does not include VAT)

Two things in this regard,

1) Is the plumber tax registered, and
2) Is the plumber VAT registered (thus a VAT vendor)?

Plumbing services aren't zero-rated, neither VAT exempt. Always request a written quote (according to the CPA this is a “gratis” service to the consumer) and only then you have a leg to stand on when the invoice states otherwise as per condition to the terms (e.g. quote validity - expiration date).

Zero-rated and exempt supplies include:

Zero-rated:

- Exports
- 19 basic food items
- Illuminating paraffin
- Good which are subject to the fuel levy (petrol and diesel)
- International transport services
- Farming inputs
- Sales of going concerns, and
- Certain grants by the government

Goods and services exempted:

- Non-fee related financial services
- Educational services provided by an approved educational institution
- Residential rental accommodation, and
- Public road and rail transport

In my opinion pay the included VAT only in the case that the plumber meets (yes to the questions) my two question.
 
VAT vendors must always quote or invoice in VAT, except when the service or product is VAT-exempt. Pricelists may be without VAT as with distributors, except when the VAT vendor advertise the pricelist to the public.

this is how I recall it.

So the plumber should have told OP to add VAT to quoted prices. Or that labour is R342/hr including VAT.

if however the plumber is not VAT registered then he could be in for a world of butt hurt.
 
He gave me a verbal qoute - a (different ) person (from the same company)who came to do the work gave me the same "amounts" when I asked him their labour rate. When the invoice came VAT was added to these amounts.
