i cant give you relevant pricing, but i reckon 1500-2000 could get you something if you buy new parts only.

well im just looking for something to hook up to my TV in order to watch media and play old emulators, so absolutely NOTHING fancy, and scratch that OS

In that price range second hand might just be your best bet.

yes you can build it but its gonna be p3 or p4 without many parts..lol,I did it with R1200

If you want to hook it up to a normal crt tv you will probably need a TV out graphics card too.

It's possible, but you need a dealer connection if you want new parts.
If just going to be used as a media streamer, then you should be able to get away with a secondhand P4 or Athlon64 easily under R1000.
