How much of Windows 10 or 11 is operational without a product key?

This is looking to the future (currently sorted with upgrades to Win 10 from 7 and 8.1) when I hope to build a new PC running on a Linux distro, but with one of a number of Vm's, either being 10 or 11.

Reason is, I only need MS Windows occasionally these days, to use a program called PrimoPDF (I condense larger PDFs into smaller ones using it, when necessary).

It's only available for Windows and I think Mac.

Would i still be able to use that prog fully without a Windows key (in a VM)?

More than good enough for me, when I get to the stage of building the PC ; even after 2025 when they stop updating 10, doubt it'll be vulnerable to attack in a VM for the hour / month or so I'll need to access it :
