If someone owes you money, you obviously rendered a service or gave him something. Now the manning of a speedtrap does not count as anything IMO.

You can be owed money for anything. In this case, they were owed money by the traffic department.
Makes no difference what "service" was or was not "rendered".

No, no-one was owed money by the traffic department here. The traffic department was owed money, in unpaid fines. A guy drives too fast, hey, there suddenly he owes the traffic department money.

And how would you be able to quantify it if you lost all the records?
And what provisions do you need to raise in case of defaulters or settlement with the clerk of the court, and surely you can only recognise the asset if the court has determined guilt.

I think so. That would mean any fines paid by the public could be regarded as PROFIT. And a fine not paid should not really be regarded as a LOSS.

Someone like me? Idiot. I never incurred a fine here. I drive 8km's a day in traffic. No time for speeding for me. Maybe your friend should stay out of the road or watch for traffic.

Nope... it's actually a line item on the income / expenditure statement of the municipality where the fines were issued.
That's why majority of traffic orifices hide in the bushes taking your photo instead of getting out there, being visible and doing what they are actually paid to do ... which is to make our roads a safer place.
Fines as a source of income for muni's = FTL
