Johannesburg - A three-quarter trillion rand transport master plan, which includes linking Johannesburg to Durban and Polokwane via rapid train networks, was presented to parliament by the transport department on Tuesday.

The plan's project manager, Lanfranc Situma, told the portfolio committee for transport that the department needed urgent approval from MPs so that the cabinet-initiated National Transport Master Plan (Natmap) could "get moving".

Natmap transport planning consultant Paul Lombard recommended to the committee that studies be done on whether it was feasible to extend the Gautrain project to the Durban-Johannesburg and Pretoria-Polokwane lines.

"We must ask if can we afford it and how affordable will it be to passengers and the government," Lombard said.

He recommended the immediate institution of a rail infrastructure-owning entity, similar to the Airports Company of South Africa, that would "eventually absorb" the country's entire network and "allow existing freight and passenger agencies to operate on the network".

The plan, which includes expanding the port of Saldhana, doubling the Huguenot tunnel outside Paarl and expanding the port of Cape Town as other vital projects, would cost about R750bn should it be launched today, financial project manager Themba September told Sapa.
He said part of the plan was to form partnerships with the private sector to help fund the project and lower the burden to taxpayers.

"Overall, between now and 2050, the cost of the project will be around R750bn," he said.

"We would hope to fund a large part of the project through private-public partnerships. We would like to find the right ratio of ownership between the private and public sector."

September could not speculate on a start date for the project, but said it was important that South Africa "wasn't caught napping".

"Someone at some point has to make a hard, cold decision on this," he said.

Situma told the MPs that South Africa could qualify for foreign funding for the rail project as it had voluntarily agreed to reduce its carbon dioxide emissions by 46%.

"If you build a railway or a train, you are going to be cutting down the emissions from the road because there will be less vehicles emitting carbon on the roads.

"Because of that, we will qualify for funding which other people are getting. That money is readily available."

The Natmap was initiated by cabinet in 2007 to develop and establish a multimodal transport system to meet South Africa's needs up to 2050.

It was drawn up through the transport department by consulting engineering company SSI Engineering and environmental consultants Africon and Ingerop South Africa. It cost R64m. - Sapa

Damn, they must have killed a heck of a lot of trees to justify R64 000 000 spend.
Right now tax payers, get ready ... pay pay pay.
 
Here we go again. How long will it be before the cost of living (water/fuel/electricity) and taxes increase will be so much more than my salary, that I won't be able to pay my house installment? I see it happening in +- 4 years!
 
Oh and I forgot, the army that does absolutely nothing requested a few billion also!! I think my previous statment is wrong. We will reach that point in 3 years.

Maybe they will get another loan from the IMF .... then when the country is in serious debt and is being screwed, they can blame the IMF racist agents.

And we know it always double in price by the end and then they strike and hike it up a bit more..
 
Its about time government did something to create jobs and improve transport

How much did the Gautrain cost for 60km worth of track? Durban is roughly 500km away, and Polokwane is about 200km from PTA. This isn't limited to high speed rail though, it's upgrading harbors, major road works, tunnel-boring, etc...

Once you add up all the costs of these mammoth projects (in South African terms) over 40 years, 750bn suddenly doesn't become so extraordinary.

Seems relatively cheap for a R750bn project...

Sasol has so far spent R1bn on a pre-feasibility study for their new CTL plant, which will probably cost about R100bn in capex. Admittedly that did involve some mining & coal quality tests and not just planning, but it's still a crapload of money to spend on project planning for something that might not even reach the feasibility stage.

Yeah, the possible routes must be surveyed, soil samples taken and negotiations with landowners (if there are any left) must be started. High speed rail is a seriously expensive business and presnt many opportunities for "enrichment"

750/40 = 18.75 billion a year every year for 40 years. Lots of ongoing potential self enrichment scraping possible there. I would be all for something like this if it was done honestly and the money spent produced 18.75 billion worth of results every year, but i highly doubt that will happen.

The big issue is incompetence. The only thing more scary than an incompetent government is an incompetent government with 750 billion in "free for all" spending money.

64 million is a lot of money indeed. It can easily cost 64 million depending on the depth and the duration of the prefeasibility studies. To make an example, the hourly rate of an engineering professional is between R1500 - R2400/hr. Now, add consultants from SSI, Africon, Ingerop and you can easily spend 64 million. In my company, a project budget of R2 million with 8 consultants will be blown up in 2 weeks.
