Is Rain supposed to throttle torrents 24/7 on that package? I haven't had an hour in which I could download torrents. On their 19 hour off-peak package i could download full speed between 11pm and 6pm. Is there a setting I must check or something?

I never had the R699 package but on the R999 premium p2p is not throttled or shaped at all not matter the time.
