Rain 5G download speeds not consistent

I have the uncapped deal, but my speeds vary greatly in short timespan.
Whilst downloading, it reaches speeds in excess of 200mbps, but then drops to below 10mbps. This happens the entire time whilst downloading. The best speeds I have picked up is over 40mbps, but this only happened once, and only for a couple of seconds.
The major issue is that the average download speed I get is around 60mbps, which is way less than the advertised 20mbps ave.

Is there any fix to this issue?
