Rain Slow in Durban North

The tower in Durban North at Lady Fatima school has been very slow yesterday and this morning - 0.36Mb/s and dropping internet connection. I took some readings yesterday and today on the TP Link MR 100 LTE modem for interest. I know these are discrete measurements and the levels will move around, but what would be acceptable movements?

Speed (Mb/s) 0.5 12 10 7.68 0.36
RSRP -69 -72 -73 -72 -72 -72
RSRQ -13 - 9 -10 - 14 -13 -13,-11,-13-12
SINR 4 17 17 11 15 9,5,7,2

So early in the morning when the load is low the speeds are very good, but by midday these are unacceptably slow.
The RSRP seems good.
The RSRQ not sure but is moving around by 4 dB (not sure of the unit assumed dB) -
SINR is vary hugely if in dBs then 15 dB variance, this is massive in terms of signal to noise.
So where is the noise increase coming from:
1. Internal to the RAIN LTE equip due to load, I would expect some increase, but 15dB ?
2. Some external interference - somebody legally or illegally using same band as Rain, I think it is 1800MHz.
3. Combination of the 2.

Any ideas on the possible issue and where it is, what is an acceptable variance or comments and any solutions? I read external antennae won't necessarily help if the noise is at source.
