RAM not detecting

I've got a Dell Optiplex GX280 running Windows Server 2003 as a little test mule. I've got 2 sticks of 256MB of DDR333 RAM installed and it's only picking up 256MB.
I've tested that each slot and that each stick of RAM is working, by trial and error of placing the RAM into different slots, trying the one then the other and rebooting. All slots are working both stick of RAM are working. I disabled the graphics driver in case that was using all of the memory, and it still only detected 256MB. I ran CPU-Z and it picked up 256MB of RAM, when I checked the SPU to check the slots, none of the slots were picking up either. I ran MEMTest86, and it also picked up 256MB of RAM. I checked the BIOS and the memory is running on Dual slots not single. I read the manual for the machine and it says that its maximum RAM capacity is 2GB.
I don't know what on earth is going on. Does anyone know of anything else I could try?
 
Change it to single channel and see if that helps, if you havent already and does the BIOS pick up both sticks?

You'll also need to give us some specs, since that Optiplex GX280 seems to have different incarnations, since what I saw supported only 400 & 533 mhz ram.
